Please avoid commenting on this bug for generic "no pages loading". This is solely about pages not loading due to proxy. If something the new tab page, or an about:* page is failing to load, that is not related to the proxy system (those pages don't use proxy, or even do network stuff), so please file a separate bug. This bug is specifically to track ant regressions whereby proxy works fine when using the flag: --winhttp-proxy-resolver But doesn't work with default flag set.
