I took everything off sync for a couple of days and deleted all bookmarks on each browser. I have just resynced bookmarks. All the duplicates came back (since the duplication was stored on Google Docs). I went about deleted duplicates on with my bookmark manager on my local browswer. The first humungus list of delections went through. I can see that they are no longer in my browser and more importantly they are no longer present on Google Docs.
