It looks like you're using KDE 3, not KDE 4, so that's probably why "kcmshell4 proxy" shows different settings. (It's showing the KDE 4 settings.) As for why "kcmshell proxy" returns immediately... hmm. I do seem to recall that KDE only likes to show one instance of a control panel at a time. Do you maybe have the KDE proxy settings open somewhere else already, e.g. in the KDE system settings "network settings" dialog?
