Ah yes, and actually I just missed the $KDE_SESSION_VERSION bit in comment 4. You've definitely got KDE 4 there. Have you got some command line arguments being passed to Chrome, or is it perhaps getting its proxy settings from environment variables? If you run it with -- enable-logging=stderr --log-level=0 and look for a message containing "Obtained proxy settings from", where does it say it got its proxy settings from?
