@gwilson:  Sadly, the answer to both questions is yes (the problem shows up  
in
incognito mode, and also with the bleeding-edge version of Chromium).

I tested with the attached page of easily-clicked links.  I just  
right-click / Open
in New Tab my way through that list. Typically, for me, I can't even get  
the second
one on the first click (e.g., the problem happens when even just one tab is  
still
loading), but sometimes it takes two or three before the problem manifests  
-- usually
(I think) because I just wasn't quick enough and the tab finished loading.

It didn't happen the very first time I tried the freshly-unpacked Chromium,  
but I
think that was just an anomalous result (e.g., my mousing was just slow). I
immediately repeated the test, and the problem showed up.

In each case (incognito mode and bleeding-edge Chromium) I did it several  
times to
try to minimize observational error.
