Great, but it still requires editing and recopiling source code, which
translators seldom do. Maybe a drop-in replacement for _ could make
use of row/column/file/function name to fetch a translation? That
burden could be moved from translators, developers, and ticket admins
and onto a software that takes all translations and compiles a
translation data file (maybe a huge somewhat redudant hash table
pointing to an array of unique strings).

Chromium is already handling this somehow -- see translation id
1181037720776840403, 8261506727792406068, 5329858601952122676 and
6779164083355903755 -- all have the same string (except for the
intermittent ampersand in front).
