That is by design. tab-to-search keys off url.

If you continue to use the keyword you should get autocompleted to it
and tab-to-search should kick in immediately. There was a bug such
that if you only used tab-to-search on urls the url would not get
autocompleted. See
http://code.google.com/p/chromium/issues/detail?id=3633 for details.
This was only recently fixed and is not in the stable channel.

If you let the OSDD pick the name, then it doesn't necessarily align
with the url. Consider you are browsing to some random sight and we
add a search provider. If we didn't use the url, how would you know
what name the search provider was added under?

The current system was designed around the user not having to do
anything. If we know the site supports search, we'll show
tab-to-search. Additionally we'll auto discover whether the site
supports tab-to-search for you.

There is a bug on making this easier for sites that don't support
OSDD. See http://crbug.com/9732 for details.

Also remember that you can always change the name of the search
provider. Right click on the omnibox and choose 'Edit search
engines...'.
