Maybe we should say at least one PST and at least one non-Americas?

Note that even if people outside of the Americas are getting
sheriff duty more often, the duty is lighter weight...so I think it balances
out fairly well.

As we get more non-Americas committers, we can think about adding
another...but I think things are fairly sane outside of normal PST business
hours for now.
