Not true. Maybe you should install GC not as an administrator.
It is indeed strange that Google Chrome's installation is not
systemwide. I.e., it will be installed on each users' home
directory("\Documents and Settings\'users'\Local Settings\Application
Data\Google\Chrome"). If you install GC as the administrator, the
other limited users will not find it unless they are accessible to
root's home.
