Yes surely. The current Auto Scrolling feature is as follows:

1. Middle click anywhere in the viewport (webpage area).
2. Move your cursor (mouse pointer) towards the direction you wish to
scroll.
3. The scrolling starts and moves in the direction towards your cursor
at a speed depending on how far your cursor is from where you first
clicked.
4. Click again to stop auto scrolling.

This is currently in the Chrome Dev build. Keep in mind that my
bookmarklet in my original post doesn't work with the Dev build.
