By default, Chrome only ever allow one instance of itself to be
running. So if you create two shortcuts and click one, then the
second, the second will just defer to the first and you'll end up with
one chrome running and two windows.

To allow two truly separate instances of Chrome to be running (with
different options), you need to use the --user-data-dir flag. Here's
