This is not a very useful feature, most of the people do not need that, or
do not care about that.

But, in general, you can press Control+Shift+Delete, tick the "Clear
download history" box and click on "Clear browsing data".
That way, it will not open a whole new page only for clearing it.
Your preference will be saved, so you only have to click on the button the
next time.

And if you do not care about any history or cookies, saved password and just
want privacy, just go Incognito (Control+Shift+N), no
histories\cookies\passwords\form fields\cache are saved in this mode.
