I know little about WSC and the Bengal famine and thanks for this stimulating note Andy.
I have just joined this group prompted by two visits to Chartwell last sunny weekend and an the opportunity to re-engage with WSC and material by and about him after an earlier keen interest. I have just ordered the Herman (one 'n') book on Churchill's relationship with Gandhi which seems to have been favourably reviewed and which I commend to others. There is a shift underway in research on and in South Asia and the 60th anniversary of India and Pakistan in 2007 and Sri Lanka in 2008 coincided with a number of publications and events that are helping to reevaluate what we know in the light of more recently available research as well as draw in a new generation of researchers including from the diaspora. This provides an opportunity to re-visit key developments during WSC's premiership that contributed to independence and WSC's interaction, if any and where known - such as the Lahore Declaration (in March 1940 admittedly weeks before WSC assumed office), the Bengal famine and the establishment of the Indian National Army which fought as part of the Axis forces in Asia. More widely it may be worth reflecting on how Churchill's attitudes, assumptions and influences (whatever these are) shape and permeate current thinking by policy-makers and others in South Asia and in Washington and London / Brussels but that is probably for other discussion groups. On another front I am interested to know of any material on WSC's time in Bangalore in 1896 where my family live now and were at the same time.
