Many thanks for this. I had "I see little glory in an Empire which can rule
the waves and is unable to flush its OWN sewers" in my records, but with no
definite date.
I am intrigued by :
WSC had apparently been much stirred by reading Seebohm
Rowntree's "Poverty: A Study of Town Life" which he subsequently
reviewed.
Is the review reprinted anywhere - or, even better, on line somewhere ?
Incidentally, I use Rowntree's book a lot in my lecturing - a fascinating
survey and one of the first scholarly books to have colour in it.
Unreservedly recommended for anyone interested in the "condition of England"
question c.1900 - as the young Churchill undoubtedly was.
