By the way, the ref for the primary source is Companion volume II, Part 1
(1901-1907) page 104 (letter from WSC to J. Moore Bayley, datelined 105
Mount Street, 23 December 1901)



The footnote on page 103 (Companion volume II, Part 1) describes Moore
Bayley as  a Conservative politician, ‘an ardent admirer of Lord Randolph’,
Birmingham City Councillor, President of Birmingham Central Division
Association etc.).



Rowntree’s* *book *Poverty, A Study of Town Life *published in 1901
described social conditions in York (not Birmingham) at the turn of the
century.
