Are the video files really PAL, not NTSC? NTSC has fewer horizontal lines, which would leave black bars on a 576 lines tall canvas. Did you set the format before or after you loaded the video files? Try right-clicking on the video track and "set track size" to 720x576. I have had to do that many a time.
