Keyframe the mask's Value to 0 at the start of the track, then to 1
whenever you want it to be active, then back to 0 when you want it to
deactivate again.

Note that some keyframed parameters change smoothly from one keyframe to
the next while others jump all at once when you reach the next keyframe.
I *think* that the mask's value is one of the latter, which is what you
want.  I don't have Cinelerra available to me at the moment or else I'd
check.

If the mask Value is one of the smooth-changing parameters then you'll
see the pixellation slowly fading in and out instead of snapping on and
off.  If that's the case then create back-to-back keyframes.  For
example, if you want pixellation to suddenly turn on at frame N then
create a key with Value 0 at frame N-1 and one with Value 1 at N. To
turn pixellation off, set a Value of 1 at frame N-1 and a Value of 0 at N.
