Use the format dialogue to set the ratio and dimensions of video to be rendered. Use camera (and/or projector) to zoom and position your original video in the frame. (Click camera icon in the compositor window and change zoom factor then drag the image within the compositor frame to position it where you want it.) Wherever there is no image there will be black bars.

Set the ratio to 4:3? or leave it at 16:9? When I set it to 4:3 it stretches everything out ..

I'm seeing this problem now. That behaviour doesn't seem right to me. Can anyone comment if they think this is a bug?

Assuming it's wrong beahviour I'll call this a 'workaround':

Set your ratio to 4:3 - that is the ratio you want in the rendered track. Not sure why it would resize your input track...So to correct this:

Drag the translation effect over your track. You then have all the parameters you need. I'm guessing you mainly need to set 'Out H' (reduce it until the ratio is correct again) and possibly Y (to move the letterbox opening down the screen).
