I concur.
It's not their hardware. They pay for use of the transport mechanism
that the T1 provides.
If they want SNMP read to interface traffic, that is one thing (if it's
convenient to you, or they will pay for it), but this clearly smells
like they want to sign a hardware management contract.
Besides, any configuration documentation that would have been needed
performed on the other side of your gear was likely provided originally.
Whatever configuration you have on your side of the network is
irrelevant to them if they don't pay for maintenance (unless you are
Bell Canada, but that's another story ;)
