[c-nsp] ip per-packet load-sharing on single interface

ip per-packet load-sharing on single ethernet interface with multiple iBGP routes installed to different nodes on that ethernet interface. 

Software router, 12.3

Does not seem to be balancing. Is this supposed to work?
