ME6524 is able to do point-to-point Ethernet L2 circuits (EoMPLS), not
point-to-multipoint (VPLS). ME6524 can be part of a H-VPLS hierarchy
as a leaf, not as a node, which is very similar to do point-to-point
because the multipoint decisions are made on th node.

Going into feature navigator for the ME6524, is shows 12.2(33)SXH5 as being
available with Virtual Private LAN Services (VPLS) which links to
http://www.cisco.com/en/US/docs/ios_xr_sw/iosxr_r3.8/mpls/configuration/guid
e/gc38vpls.html as a configuration guide line.

Does that indicate that the ME6524 can indeed be a node?

No.

PFC3 hardware lacks the ability to do multipoint.

SXH lists VPLS as a feature because the chassis devices can take WAN cards, which do support VPLS.

The ME6524 obviously doesn't take WAN cards, so can't do it.
