This sounds like CSCsu69951 which is an internal bug, so won't be
viewable on CCO.

Symptom and Conditions:

On any interface if " xconnect <ipaddress> < VC id > encapsulation mpls
" command is configured, then " sw / no sw " conversion are not allowed.
But if the " xconnect ..." command is removed, " sw / no sw " command
should be allowed.
But the issue is even after removing the " xconnect ... " command the "
sw / no sw " commands are rejected.
Workaround:
-----------
Reload the box, after removing the command " xconnect <IP - addr> <VC >
encap mpls "from the interface.

I see the fix in SXI train. It went in 12.2(33)SXI01
I don't see a fix in SXH train. Would be good to open a TAC case, so
they can verify above and get it in SXH train.
