I think you've got non-optimal/malfunctioning FAN

It's obvious from this ->

chassis per slot cooling capacity: 70 cfm
ambient temperature: < 55C
  module 1 cooling requirement: 35 cfm
  module 2 cooling requirement: 84 cfm
  module 3 cooling requirement: 70 cfm

Module 2 (your 6708 card) requests 84 cfm but current FAn is able to delivery 70 cfm per slot only..

Another thing you should be aware is that your 6708 card does not have XL DFC module, so it will ultimately drop your PFC mode of whole chassis to 3C (max 256K routes, smaller netflow capacity, etc.). I think you have to reboot the whole chassis to get this working, anyawy.
