LANE sort of similate an ethernet ( or token-ring ) on
top of an ATM network . So , this gives you a hint
that 
LANE itself is regarded to work at the data-link
layer.
I guess you resources are correct .

There is no need to be confused about arp .
Why do you drag arp into the equation ?

ARP on itself has nothing to do with LANE . ARP works
simular then on a real ethernet. ARP was there before
ATM and no changes to ARP were necessary to keep it
working . 

If I read your last question , can I imply that you
consider ARP to work at the network layer ?
