Hello,
What the resources says are correct, LANE works at the data link layer.
This is the protocol which actually deviates from the OSI layering but still
it is considered to work at data link layer.
You can imagine this layer which is sandwiched between the datalink and
network layer.
And don't get confused with the LE-ARP & ARP, the former one resolves the
NSAP to MAC address and the later one is used to resolve the NETWORK to MAC
address.
