AFAIK, the documentation says you can only change the AD on 
IP-next-hop static routes.

A while back, I was in a discussion with Tony Li (who wrote the code) 
in which he said the code to allow AD=0 to be changed would be a 
major rewrite. I seem to remember some IETF or NANOG hallway 
conversations with developers more recently that said it might be 
doable.
