In my experience that hasn't been the case.  Just a year ago we had to
upgrade 90 2500 series routers over wan links and didn't have a problem.  It
was a little tricky, sure, but it works.  The trick there is to set the
default gateway first and then change the configuration register to boot
into the config helper (or whatever that is called).  From there you can do
the tftp transfer, change the config register, and reload with the new
image.
