Most companies fear IT people getting certification, because they know it makes us more marketable and more likely to leave. Lets face it most companies are extremely cost conscious. Even if you sign a agreement saying you will stay, its unenforceable. Training is a big gamble to a company.
I would check and see if your company has a budget for technology training. If they do, point that out in your request. You also need to prove the training will not only benefit you, but the company.
