It's not that it's better than WEP, it just provides reasonably secure authentication and a bandaid for WEP's security issues. Using LEAP or EAP-TLS provides a dynamic unicast WEP key. If you specify RADIUS attribute 27 (Session-Timeout) then the connection will be cut after that many seconds. When it reauthenticates, a new WEP key is in place.
