My first thought is that the proper TCP ports have not been opened.

skinny uses port 2000 by default. other ports that need be open are 2001,
2002

for h.323, if I understand correctly, TCP and UDP ports 1720, 1721, and 1722
need be open.

obviously, PAT will break ip telephony. we are talking Cisco VoIP aren't we.
