I would advise your client to have the telco mux the T1s into Channelized DS3s. If for some reason that isn't possible do it yourself with a cisco ONS 15454 or the new 15600. Once you have Channelized ds3s your in better shape. You may be able to get away with a 7500 series full of CT3 cards, but more than likely you'll want to get a ESR 10,000 due to router packet pet second performance issues. Those can do 6 CT3s per slot, so around 1000 t1s on the box and work quite well I think.
