My only suggstion to what u are doing so well ,would be as follows.

There are 2 issues..policing and space allocation/and planning.
Policing alone will never work unless alternatives are available.

like ..
-Planned parking spaces for autos
-Planned spaces for street vendors..they are as much citizens
deserving a means to exist and livelihood as the rest of us.
