Maybe that part is not clear enough. Both the public and private part of the system are meant to be installed on servers that are running 24/7. The private server would be inside your LAN, it will hold all the information in a MySQL database on the private server. The public server is on the internet and has the ability to query the mysql server inside the LAN. So since they are querying the same datasource they always have the same information. It's also probably possible to have a two separate mysql servers that replicate data between them, however that is beyond my ability to help you with.
