Is there any reason why you simply start the UTF8 environment at the
beginning of your document, and closing it at the end, probably
preceded by a \newpage to flush out all CJK-stuff?  What you do can't
work, because TeX assigns category codes to a whole input line
*before* interpreting it.  With other words, the \begin{CJK} makes the
CJK characters active starting from the *next* input line (this is not
related to the output line, of course).
