Good goodness!  You are selecting `times', and you get CM fonts?  Is
this really intended?

Otherwise, I strongly suggest that you carefully inspect the log file
whether fonts from the times family are really loaded.  You might, for
example, use the `dvitype' program to analyze the used fonts in the
DVI file.

Additionally, you might give option `-v' (or `-vv') to dvipdfmx to see
how this program substitutes fonts.

In case this still doesn't help, say e.g.

  KPATHSEA_DEBUG=-1 latex foo 2> latex.debug.log

and check the searching mechanism of kpathsea why you get such strange
font substitutions.
