It sounds promising! I would suggest to give a quick overview of all the commands that you did, so that any user could build these files from scratch. It is the Debian way (and also my personal preference) to build as much from the source (i.c. being the original Wadalab Type1 fonts). If that is impossible because you have modified some of the files manually (such as moving splines using Fontforge), then you could put it in the CJK contrib/ directory, I suppose. Be sure to add a license (or several licenses) that encompasses all of the files you would like to upload. You could choose "Debian free" licenses such as the GPL, which would greatly facilitate the distribution in Debian and other large software repositories.
