Hi! Sorry, these radicals are not included in the original Arphic fonts (nor bsmi or bkai).
The "UKai" and "UMing" fonts from Arne Götje do have these glyphs.
There are two ways on how to proceed.
1. You switch from "latex" to "xelatex".
This will require the new "latex-cjk-xcjk" package; this has been in the
official Debian repositories for less than a week. Try to look for it on
packages.debian.org, or contact the Ubuntu team on how to update the "cjk"
package on Ubuntu as well.
There aren't many differences between latex and xelatex, just the handling of
fonts and CJK spaces.
Then have a look at the example file in
/usr/share/doc/latex-cjk-common/examples/xCJK-extended.tex.gz on how to use
xCJK. It's pretty simple, and allows you to use TTF directly without any
Fontforge mumbo jumbo.
The most important line for you will probably be this one:
\setCJKfamilyfont{AR PL UMing TW MBE}{AR PL UMing TW MBE}
This will use the UMing font (Taiwanese, with some modified bopomofo). Have
a look at the output of "fc-list | sort" and look for the names starting with
"AR PL U*" (TW or HK).
2. The hard way
This works for CJK version 4.7.0 and lower, and is only if you're feeling
brave enough and don't mind letting your computer run for at least 20 hours
converting from TTF to Type1 fonts with Fontforge.
Have a look at /usr/share/doc/latex-cjk-common/README.Debian.gz and read the
section under "Cyberbit". It's analogous to the steps that I wrote there.
If you want vertical glyphs as well, then I recommend you have a peep at the
debian/rules file in the "latex-cjk-chinese-arphic" package. I have placed a
lot of comments in it, so it's easy to figure out what to do.
Best regards

竹邊台榭水邊亭,不要人隨只獨行。
乍暖柳條無氣力,淡晴花影不分明。
一番過雨來幽徑,無數新禽有喜聲。
只欠翠紗紅映肉,兩年寒食負先生。
