Well Myra that's a good question "will it keep them from standing at the
fence and peeking between"  It will keep them back from the fence - peeking
is another issue.

 My experience is that if they can see something they will bark at it - my
use was for digging under the board fence and the wire  works like a charm.
Now the element of sight is a challenge.  My Cavaliers do not go near the
fence anymore they run along it and will bark at the squirrel running across
the top and will sit under the apple tree and bark up at the birds eating
the apples, all sight initiated. I like to think it will help their head
carriage looking up all the time.

This is not a huge investment ($55)and you can install it so it might be
worth a try to rest those jangled nerves.  They can see the wire (unlike
invisible fence which I do not approve of) so they can make a decision to go
near or not...probably not after it gives their little noses a shock.  Now
being able to see the B&T is a difficult thing, plant something in front of
the wire...we did "weeping privit"  This system is used by the horse people
around here on top of the split rails to stop/discourage chewing the fences,
they tell me horses can small electricity so that alone keeps them away.
