Thanks Hilary, I wasn't clear in my first post. I am looking for a rule that would sanction the breeder (if he is breeding AKC Registered GSD) for turning in dogs he breed to a kill shelter in such a causal manner, becasue he could not sell them and didn't want them any more...not a way of registring the dogs turned in. they got great homes.
