It must be a bit harder in snowy and severe weather areas. If you haven't tried the loud yelling, you might try it.
Pat, no it's not harder for us up here in Colorado it's just taking longer for our Cavalier puppy than it did for our Norfolk puppies. And I do yell if she goes in the house. But my new puppy of almost five months is doing very well. Or rather, I am doing well remembering to remind her to go out. She has a sweater too, just in case she needs to go during the night. She is taking longer to train than our Norfolk Terrier puppies did but I think persistence is the key here. We have a doggy door but she doesn't like it. So we are now rewarding her with a Cheerio every time she comes through it. If we leave the door open a crack she comes and goes with no accidents. And she sleeps all night now if she is in the bed with me. If I put her in her crate she wakes up at all hours. She has me trained too, but I love it.
