I expect my puppies to learn the doggy door by 6 weeks of age and I expect them to be totally housebroken by 12 weeks. Yes, when it is frigid cold or raining hard they may occasionally decide to potty inside after 12 weeks of age--but a puppy that only does this once every week or 2 weeks is essentially housebroken. I've never had a 4 month old that still pottied in the house though--so they do eventually realize they MUST potty outside, raining/cold or not. I have a 4 month old trio (born in August) that have not pottied in the house a single time for at least 6 weeks--even when it was cold or raining hard. I feel they are 100% housebroken and have been for quite a while.
