Both clubs here in the US, mention health testing in their code of ethics.
CKCSC USA says something to the effect that they will not knowingly breed a
dog with a genetically transmitted health problem.  The ACKCS code of ethics
is a little more strongly worded in my opinion, and says something to the
effect that the breeder will take advantage of health testing.  I probably
should look it up to get the wording exactly right, but you get my general
drift.  It's too bad that a lot of you feel comfortable making fun of people
who make choices to screen their dogs for genetically transmitted diseases.
  There are people out there breeding these dogs who are trying very hard to
do a good job.  They may be inexperienced and trying not to make mistakes or
ruin their lines early on by breeding dogs who will pass debilitating
diseases to their pups.  Their vets may be equally inexperienced treating
cavaliers and may be giving them incorrect advice. What a shame that they
can't be given credit for going the extra mile.  I'd far rather deal with
someone who tried too hard than to deal with someone who didn't try hard
