My neighbors' dog does do this, and what I think is that they are horrible owners for leaving their dogs outside all night. I am horrified that this would be done to Cavaliers. It's awful listening to a dog try to bark and can't because his vocal cords have been cut. I realize barking dogs can be a problem, but there are *numerous* things to try before this.
