I have no trouble with my vet giving me a health certificate for Distemper/Parvo type vaccines given by me--however I do not vaccinate for rabies--I let my vet do that. I think the Distemper/Parvo type vaccines are not required by law whereas the rabies is, so a vet should have no trouble issuing a health certificate when you give your own vaccines--except for rabies.
