Until there is a fool proof test for ugliness, then I will never be a supporter of mandatory testing.
This will give people a licence to breed fully tested ugly Cavaliers. I'll stay down here in NZ breeding my nice healthy pretty cavaliers, & guess what it would be impossible for us to test to the guidelines set for cavaliers in America because we don't have access to specialist vets. I travel a six hour round trip to have eyes tested but hearts can only be done by my normal vet with a stethoscope as there is no specialist cardiologist with in a few days drive. But perhaps I should also think myself lucky, no dog I have ever owned or bred has died at a young age (that is less than 10) of a heart complaint. No pet owner of a dog I have bred has informed me that their dog has required heart medication or any dog that I owned has ever required heart medication. So for me that greatest test is quality longevity.
