I think the part the public misses is that these dogs are the *bottom of the heap* genetically. No reputable breeder would ever sell a quality puppy of decent health to a puppy miller. They start out with genetically inferior junk, don't test to improve health, don't show to improve type, don't socialize to prove or improve temperament--so the dogs remain genetically inferior junk. The public can't win.
