Laura - For many years I was involved with efforts to make advertisers "toe the line" with the claims they made. This was in the furniture industry, but the same principles apply here.
If a furniture manufacturer wants to advertise a chest as "all wood" it does NOT mean that it is solid wood, it means that it is ALL wood, i.e. wood and wood product (chipboard). A "leather" recliner may be leather only on the seat and back, the rest of the chair could be upholstered in a vinyl that looks and feels similar to leather. I could go on, but hopefully you get the idea. With the brokers, all they need to do is register ONE puppy with AKC and they can advertise AKC registered puppies. The same thing for the CKCSC-USA, just let ONE puppy mill import slip through the cracks and be registered and they can advertise "registration with the CKCSC-USA". Do we like it? Hell no! Does it happen? Of course. Can we change it? Now THAT is a very slim "maybe". Not without a strong voice, for sure.
