The mutts are not necessarily a crossbreed as far as the hybrid vigor concept is concerned. Mutts are usually the second, third, fourth, etc. of crossbreeding and as such, hybrid vigor is lost. It is only with that first generation, where the parents are purebreds, that the hybrid vigor comes into play. This is because the likelihood of recessives matching up with their corresponding recessives has been greatly reduced with that first crossbreeding. Any breeding done with this first set of crossbred offspring will not yield the same result, much the same as the disappointing seedlings resulting from the seeds of hybrid plants.
