The books which were used in Colorado for the last 25 or 30 years encouraged the kids to have their dogs spayed/neutered. Colorado did not and does not have a project for breeding puppies. Last year, they switched to newer 4-H dog manuals which are available on a national level. The new books encourage spay/neuter also.
