This is a terrific post, and the answer is the type of breeder you describe is even more dangerous than Kelly. Some breeders are very easy to see through....... it's the ones that learn all the correct phrases/answers that will cause big problems for the breed and those unfortunates who buy their puppies. As far as I know, aside from naming them on a List like this ~~~ which we know *ain't* gonna happen,~~~ the only way to protect yourself is to request (and receive) verification of all testing, AND to talk to lots and lots of breeders. I would think that if you're patient enough, and speak with enough people, sooner or later you'll find out who to steer clear from. The people most in danger of buying a pup from someone like this are those who don't have access to the education we try to provide in these forums.
